Lopotev is the identified leader and primary orchestrator of the Rosarian Peninsula Insurrection of September 2555. He is regarded as one of the most influential Insurrectionist figures to emerge in the post-Covenant War era. In early September 2555, Lopotev coordinated a mass uprising across the Rosarian Peninsula, leveraging anti-UEG sentiment and exploiting gaps in UNSC garrison coverage following the redistribution of military assets in the post-Covenant War drawdown. Following the successful extraction of PCS assets, PCS operatives reported that Lopotev was in the immediate area, attempting to withdraw before UNSC forces could consolidate.
Acting on PCS intelligence, Warhound initiated an immediate pursuit, tracking Lopotev's withdrawal southeast through the highlands. The squadron closed to within visual range on multiple occasions. However, Lopotev reached a pre-positioned aircraft at a makeshift landing strip near the coastline. Warhound operators observed the aircraft lifting off and departing at speed. The aircraft was tracked for approximately seven minutes before vanishing from all sensor coverage. Its destination remains unknown.
Between September 2555 and December 2556, signals intercepts and informant reports placed Lopotev in no fewer than seven separate star systems. Sightings have been reported on Arcanis Majoris, Actium, Mamore, and two unregistered outer colony installations. None have been independently verified.

Arlavi was the identified leader of the Insurrectionist cell responsible for the defeat of the Colonial Military Administration garrison on the island of Arvum, Thania. Operating in the outer colonies where UNSC and CMA presence was minimal, Arlavi's cell exploited the post-Covenant War drawdown of military assets to seize control of the island with relatively little resistance.
Unlike other Insurrectionist leaders of the era, Arlavi operated with a relatively small force (estimates place his cell at no more than forty to sixty combatants at its peak.) His effectiveness stemmed not from numbers, but from intimate knowledge of the local terrain and the element of surprise. The CMA garrison on Arvum was overwhelmed before it could mount a coordinated response.
Following the destruction of the CMA garrison, Arlavi's forces assumed control of Arvum's primary settlement and infrastructure. Colonial AI on Thania assessed the situation and activated reservists from the Colonial Disaster Response Force, a militia group originally formed to combat frequent natural disasters on the colony, to respond to the uprising.
The CDRF successfully inserted navally under the cover of darkness, conducting an amphibious assault on the island. Intelligence suggests Arlavi's forces were still consolidating their hold and celebrating the victory over the CMA when the CDRF made landfall.
The CDRF assault was characterized by an unexpected degree of aggression. Off-duty, Vasquez resides in a single-structure dwelling — a shack on the southeastern outskirts of the Haarkanpine forest, approximately four kilometers southeast of the Veklori port facility. The location is isolated, with limited approach routes and dense tree coverage providing significant concealment.
Alerian colonial authorities have no record of the residence, suggesting it was either constructed illegally or acquired through local contacts sympathetic to Insurrectionist activity. ONI reconnaissance has confirmed the structure has power and basic amenities but no visible security systems.
